Everyone's take is so shallow. One who understands how Medicare was established knows that expanding it to everyone requires no more than amending one sentence in the original legislation. The only action needed up front is a Yea/Nay vote on the question, "Shall [insert name of Act of Congress that established Medicare] be amended to make all residents of the United States eligible?" There is no need for, hence no reason to require and no reason to denigrate those who haven't provided, a full official bill in advance of such a vote.
