Good analysis.  I have a minor quibble with one of her examples, however.  From a military perspective it makes sense to have sandbags for use in Iraq filled in Kuwait by Filipinos.  In a peacetime setting that would be silly, but who wants to run the risk of using Iraqis and having them place unpleasant explosive devices in with the sand?  This same question was raised in the matter of the concrete blast barriers commonly used in Iraq by coalition forces.  Those barriers are constructed in Europe.
