Portlanders for Parking Reform (PPR) is a grassroots advocacy group focused on implementing progressive parking policies to encourage more affordable housing, increase use of alternative transportation modes, and take action on climate change. Policy victories have included more effective parking management in NW Portland, and exemption of parking requirements for affordable housing. The organization's philosophy is based on that of professor of urban planning Donald Shoup, whose book The High Cost of Free Parking asserts that the way parking is typically handled is unfair, economically damaging, environmentally destructive, and results in some truly ugly places. Host Stephanie Potter will speak with PPR founder Tony Jordan and member Kathryn Doherty-Chapman in discussing such issues as minimum parking requirements and how they impact housing affordability, the avoidance of pitfalls with residential permits, the cost and risk of new parking garages and whether the city should spend money to build more.
