A new book by Tufts University professor Michael Glennon describes an entrenched, mostly hidden bureaucratic apparatus that is our true government -- at least as far as "national security" is concerned. It's this shadow government's implacability, he says, that explains the disappointing consistency between the Bush and Obama administrations in matters of surveillance and war.
